In a normal [physical] game of CTF there would be two teams. A team broken into 2 parts, one group the seekers --to capture the flag & bring it back-- and the other to guard the flag at their base. Each team having a single flag at their base, would compete by sneaking and capturing the flag of their opponent and getting it back to their home base to win. But we're hackers, normal is not good enough for us. ;)
The rules are still being worked out. If you want to make any improvements, this is a wiki. You know what to do. So far most of the discussion has happened on forums. But, you might want to keep an eye the discussion page. There is now an IRC channel on irc.2600.net to join. The channel is #UrbanCTF. Please join and help hash out rules and gameplay ideas. If no one is actively awake in the channel, feel free to say what you have to say. There will be at least one person in the channel to find the ideas and log them.

[edit] The flag
Physical? Virtual? Both?
The idea is that the teams will have the choice. Each team is able to devise their own flag prior to the game. Some flags may be physical, some may be virtual, and others may be various mixes of both. If you capture 10 different flags, that verywell could mean that you explored & solved 10 different flag methods.
The simplest way to go about it is to have strips of colored fabric for flags. The color matching the owning team's color. A flag can be fabric/ribbon, some other physical object, or some other virtual thing. But what ever form it takes, the flag must incorporate the color of its team in some way.
Physical flags could be hidden in such a way that you'll only see it from the proper direction, they could be secured with a padlock (incorporating lockpicking), they could be hidden away somewhere that only social engineering would get you to them, virtual flags could use cell-phone geolocation, etc.

Which ever team can find and retrieve the most opposing flags wins.
A team's base (where their flag is kept) may be anywhere within a 3 block radius of Hotel Penn—including inside the Hotel Penn. A team can't keep its flag in any place that will force their opponents to pay money (in any way) to gain access to the flag.
Players can use any method of travel during the game as long as it doesn't use a motor.
Maybe the teams will be free to work out—ahead of the actual game—which manner of hacking they want to use to conceal their flag.

After taking a flag, a team should still be able to loose it (and their own) at any time. For instance: physical flags only being allowed to be held in the hands, so they can loose it in transit. The base being something that allows easy theft of any flags it has.

The number teams is entirely dependent on the number of players in the game. Currently we're working with a minimum of 4 people to team. That number can go up if we have enough people. However, big teams can get unruly, so no teams over 1 dozen. Please try to fill in current teams before creating too many teams with only 1 or 2 players.. Feel free to join any team. No permission is needed to join a current team.
